NBC San Antonio: Phillip Resnick, a forensic psychiatrist and professor at the School of Medicine, said school shooters often plan attacks, creating opportunities for prevention. Resnick noted the Uvalde shooter was marginalized, bullied for a speech impediment, had poor emotional control and sought fame. He also mentioned how the warning signs were “strong in retrospect," yet went unreported.
