Hahn Professor of Law and co-director of the Law-Medicine Center, said that if medical facilities are sending bills to the wrong addresses, it is indeed a violation of Health Insurance Portability and Accountability Act, a federal law passed in 1996 to protect patient privacy. “Healthcare providers, in general, have to obtain patient permission for disclosure of identifiable patient information,” she said.
