WKYC: Kevin McMunigal, professor of law, weighed in on President Joe Biden’s pardon of thousands of Americans convicted of “simple possession” of marijuana under federal law. “What he’s doing has no impact on federal criminal law going forward,” McMunigal said. “Possession of marijuana is still going to be a federal offense. The only way to change this is through an act of Congress.”
